We recommend fighting Mountaintop Ice Dragon at Level 12 for a standard difficulty experience. If you wish for a greater challenge, you may fight this boss at lower levels.

The Mountaintop Ice Dragon is a difficult boss that deals frostbite damage. We recommend obtaining the Dormant Powers in the Mountaintop Shifting Earth event before facing the boss to give you an advantage in the fight.
Favor of the Mountaintop is the Dormant Power you get from interacting with the blue crystal at the event's summit. It halves frostbite damage and frost buildup, while increasing your attack when enemies are inflicted with frostbite.
You can also defeat the Flying Dragon in the same event to earn the Attack Boost [Dragons] Dormant Power, which increases your damage against dragons.
The Mountaintop Guide and Rewards

The Mountaintop Ice Dragon stomps with one leg at a time, making most of its lower half vulnerable from attacks. One player can distract the boss from the front, while the others get behind its legs to deal damage. Simply dodge or move to the other leg whenever you see the Mountaintop Ice Dragon raise one of its legs for a stomp attack.
At a certain point, the Mountaintop Ice Dragon roars and causes a large, devastating ice blast that inflicts frostbite to anyone caught in it. Melee fighters are the most vulnerable during this move due to the wide coverage of the attack.
Once you see the Mountaintop Ice Dragon tilt its head upward, immediately back away and keep a safe distance until the blast is over.

The Mountaintop Ice Dragon appears as a World Boss at the Mountaintop Shifting Earth event. It is located near the summit of the snowy mountains.
