You need to go through the quest "Shift change", start it at the A marker and (ground level), also be wary of the monster Jumper speaks of, but I wont say more, look it up yourself if you want to, also the stash is around the B marker underground, I looked all over the place further north, and then finally found it while back-tracking for the 4th time
