where is the bunker u arw talking about? The only thing underground is the lab
i got it from ward in Visions of Truth
You can get Operator Exoskeleton before you can enter to Jupiter area. almost end of the main quest "Subtle Metter", you will arrive the checkpoint gate of bunker exit. and you'll see the drum fire on your left side. there is a 'old lock key' on the desk. after you get a key, go to right side of the door on the wall of bunker. open the locked door with the key you will see the Operator Exoskeleton on the shelf. But yes, It's earlier than get in to Jupiter, so it's not modified.
