Go to the Journalist's Stash in Garbage Region

The Journalist Stash that contains the Tourist Suit is located at a yard filled with abandoned vehicles in Garbage. Just squeeze yourself in between the blue vehicle and the red tanker and you will see the stash at the back besides the tire.

The Tourist Suit is a DLC item that can be obtained within a Journalist's Stash which you can see in your map if you do the Seek, and You Shall Find side quest.
