You can get the Greater Potentate's Cookbook 3 from a corpse in Fog Rift Fort. From the Scadu Altus, West Site of Grace, jump down the ledges on the cliff to reach the walls of the fort.
From the top of the wall, proceed through the group of Messmer Soldiers until you see a wooden bridge on your right. You will find the corpse on the other side of the wooden bridge.
