You can find the Cerulean Amber Medallion +1 on a dead body hanging on a wooden platform at the southern wall of Castle Sol. You can access the area by climbing up the ladder behind the church south of the Church of the Eclipse site of grace.
After climbing the ladder, head to the walkway to the west side to reach the southern wall. Watch out for the knight in the area as he can teleport around and use long range attacks.
