To get the Cherishing Fingers sorcery, you will need to have have defeated Ymir, Mother of Fingers. Go to the graveyard to the west of cathedral and pick up the item from one of the gravestones.
To cast the Cherishing Fingers sorcery, first visit a Site of Grace and equip it to your Memory Slot through the Memorize Spell option. Then, confirm that you've reached the stat requirement for both the Cherishing Fingers sorcery and the Staff you want to use.
Once the requirements have been met, equip and switch over to your Staff to cast the Cherishing Fingers sorcery.
