The Rings of Spectral Light sorcery is obtained from a giant bird statue at the area above Charro's Hidden Grave Site of Grace.
From the site, look to the east and circle around the stream with a giant tombstone to reach that area.
To cast the Rings of Spectral Light sorcery, first visit a Site of Grace and equip it to your Memory Slot through the Memorize Spell option. Then, confirm that you've reached the stat requirement for both the Rings of Spectral Light sorcery and the Staff you want to use.
Once the requirements have been met, equip and switch over to your Staff to cast the Rings of Spectral Light sorcery.
