On the Rooftops in Castle Sol

Alternatively, another axe can be found in Castle Sol in the Mountaintops of the Giants. From the ladder leading to the Castle Sol painting, instead of going down, look east and jump on the platform then head forward. You'll find an extended roof with a lootable corpse. This corpse holds an axe as well.

How to Use Stormhawk Axe

Scales Strength and Dexterity

The Stormhawk Axe scales primarily with Strength and has the highest scaling bonus with this attribute. Equipping the Starscourge Heirloom can increase the overall damage of this weapon by raising your Strength.

It is a good weapon for high Strength players with Lightning builds looking for a melee weapon that can deal high damage and is capable of breaking guards or Poise.

Highest Physical Damage Axe

The Stormhawk is the highest damaging Axe in the game. It has the default moveset for Axes and is capable of wide attacks with high stagger rates, the strong attacks can easily break through guards and stances. You can improve the weapon's charged attacks with the Axe Talisman.

Powerstancing can effectively boost the amount of damage you can do and the weight of the weapon won't be much of a factor since it weighs fairly average. The Great-Jar's Arsenal talisman can be equipped to raise your maximum equipment load if needed.

Weapon Skill is Good for Dealing Lightning Damage

This weapon cannot be infused with Ashes of War and is equipped with Thunderstorm as its default weapon skill. When activated it swings the weapon around creating a lightning storm around the user. It can be followed up with two more inputs to perform spinning attacks.

This is a particularly good skill to use when you are surrounded since it has a spinning animation that can hit surrounding enemies. It can also be used to buff the weapon with lightning damage as it imbues the weapon in it for a short period. The Lightning Scorpion Charm can increase the damage of your lightning attacks at the cost of lowered damage negation.
