Rogier's Rapier is a reward you get during Rogier's questline once you return to him at the Roundtable Hold after beating Godrick the Grafted. You can find Rogier on the balcony overlooking the main hall, just east of the Table of Lost Grace.

You can still get this weapon even if you didn't interact with him at all before he dies. Simply visit him on the same spot and talk to the now unresponsive Rogier. Fast travel out of the Roundtable Hold and return to him to receive the weapon along with the Spellblade Set and Rogier's Bell Bearing.

The best ashes of war to infuse Rogier's Rapier with are Glintblade Phalanx and Repeating Thrust. You will get Rogier's Rapier with the Glintblade Phalanx ash of war attached to it by default, and removing it changes its ash of war to Repeating Thrust.

Glintblade Phalanx is the better ash of war for PvP as you can follow up with a lunge attack after conjuring the Glintblades. This gives your opponent less windows for dodging as your lunge will automatically fire the Glintblades as you close in.

Repeating Thrust is better for Arcane builds using Blood or Cold affinity for Rogier's Rapier as it can quickly fill the Blood Loss or Frostbite gauges in just a few casts.
