To obtain this weapon, you will first need to proceed outside the Liftside Chamber site of grace at Stormveil Castle in Limgrave.
Go up on the ledge on the right side and jump towards the edge jutting out of the wall. Scale the edge of the wall and keep following the rooms until you reach what looks like a large storeroom.
The corpse with the Manor Towershield is beneath the stairs, resting on some hay.
