Bought From the Twin Maiden Husks for 800 Runes
The Finger Seal can be bought at the Twin Maiden Husks at the Roundtable Hold for 800 Runes. To get invited to the Roundtable Hold by Melina, rest at any Site of Grace outside of Limgrave and the Weeping Peninsula.

Finger Seal requires a total of 12 Smithing Stones for every 3 levels to upgrade, with the exception of the final level at +25 which requires an Ancient Dragon Smithing Stone.
How to Use Finger Seal
Memorize an Incantation and Cast It With the Sacred Seal
The Finger Seal is a Sacred Seal weapon type. Sacred Seals allow you to cast an Incantation spell provided they are equipped to either your main or off hand.
Spells cost FP to use and must be memorized first at any Site of Grace before they can be used. Spells occupy spell slots which are increased by obtaining Memory Stones.
