Tibia's Cookbook is obtained by defeating the Tibia Mariner in Charo's Hidden Grave. You can access Charo's Hidden Grave from the Grand Altar of Dragon Communion Site of Grace and then heading west towards the field with red flowers. Continue heading west to find the Tibia Mariner.
