Found Inside a Cell in Lamenter's Gaol
The Chilling Perfume Bottle is found inside a cell where a Jar Innard comes out from in Lamenter's Gaol. You will need to obtain the Gaol Upper Level Key first to unlock the section where you'll this weapon.

How to Get the Chilling Perfume Bottle
| 1 |  Lamenter's Gaol can only be accessed by passing through the Dragon's Pit and the Grand Altar of Dragon Communion. From the Grand Altar, head west and down the stream. Keep heading west and you will eventually reach the Charo's Hidden Grave site of grace. Travel northwest, past the Death Rite Bird boss area, and keep moving forward while hugging the left cliff until you find the flowery path to the Lamenter's Gaol entrance. |

| 2 |  From the Lamenter's Gaol site of grace, follow the tunnel until you run into a locked gate that can only be opened with the Gaol Upper Level Key. Since there's no other path for now, turn left and look for its key first. |
| 3 |  Just before the narrow stone path, look to your right to find a room with a chest inside. Open the chest to obtain the Gaol Upper Level Key. |
| 4 |  Backtrack to the locked gate from earlier (shown in step 2) and use the key to open it. Climb down the ladder past the gate to find a large room with jars and shrieking Jar Innards. Enter the room on your immediate right where the first Jar Innard ran out from to find the Chilling Perfume Bottle. |

The best ashes of war to infuse Chilling Perfume Bottle with is Rolling Sparks. Even after the 1.12.3 bug fixes, you can still deal a lot of damage with this ash of war when aimed directly at your target.
However, Rolling Sparks is less effective against agile or regular-sized enemies as they can dodge away from the sparks or only take a few hits due to their size.
