Obtained by Trading Remembrance of the Shadow Sunflower
The Shadow Sunflower Blossom can be obtained by defeating the Scadutree Avatar, then turning in its Remembrance to Enia at the Roundtable Hold to get the weapon.
To fight the Scadutree Avatar, you'll need to find the Scadutree Base which is only accessible by reaching the Church District area of the Shadow Keep and draining it of water.

How to Reach the Church District and the Scadutree Base
The Scadutree Avatar can only be accessed via the Church District area of the Shadow Keep. To reach this location, you will need to unlock East Scadu Altus by using the tunnel under the Moorth Ruins. Upon emerging at Bonny Village, ride east then north until you reach the Church District Highroad and Entrance.
Before you can go to the Scadutree Base, you'll need to drain the water from the Church District. Once the water is drained, make your way through the Church District's ruined structures to reach the Tree-Worship Passage that leads to the Scadutree Avatar's boss room.
