The Poleblade of the Bud is obtained as a reward by defeating Romina, Saint of the Bud. You can find Romina over at the Church of the Bud on the west side of the Ancient Ruins of Rauh.
How to Beat Romina, Saint of the Bud
The Ancient Meteoric Ore Greatsword is only available if you've purchased the Shadow of the Erdtree DLC. This weapon is a DLC exclusive and will not be available if you only own the base game.

Poleblade of the Bud requires one Somber Smithing Stone for every level to upgrade until +9. The final level at +10 requires a Somber Ancient Dragon Smithing Stone.
Somber Smithing Stones Farming Guide
The Poleblade of the Bud cannot be infused with a different Ash of War since it is considered a unique weapon. Weapons that are upgraded using Somber Smithing Stones are classified as unique weapons.
