How to Get Fire Serpent
Get Near Storehouse, Back Section

The Fire Serpent incantation is obtained from a corpse near the Storehouse, Back Section Site of Grace. You can get to this site via an elevator in the Church District area northeast of the Church District Highroad.
From the Storehouse, Back Section Site of Grace, climb the tall ladder nearby. Once at the top, look for a corpse near the edge of the balcony.
How to Use Fire Serpent
Equip the Incantation and Use a Sacred Seal
To cast the Fire Serpent incantation, first visit a Site of Grace and equip it to your Memory Slot through the Memorize Spell option. Then, confirm that you've reached the stat requirement for both the Fire Serpent incantation and the Sacred Seal you want to use.
Once the requirements have been met, equip and switch over to your Sacred Seal to cast the Fire Serpent incantation.
