Dropped by Royal Knight Loretta - the boss of Caria Manor in Liurnia. From the Manor Upper Level site of grace, run up the large set of stairs to the north west (guarded by Mages, Pages, and a Troll Knight) to reach the boss room.

Loretta's Slash is also the default Ash of War of Loretta's War Sickle. This weapon is dropped by Loretta, Knight of the Haligtree, when you fight her in Miquella's Haligtree.
Loretta's War Sickle Location and Stats
On use, it turns your Polearm's blade into Glintstone, dealing magic damage during both the upward and downward slash. In PvE, this is best used when surrounded by enemies since it can hit multiple targets at once.
