Lusat's Glintstone Staff can be looted from a chest in Sellia, Town of Sorcery. First, you will need to unlock the barrier that seal off portions of the town by interacting with the braziers located atop towers throughout the town.
Once the seals are broken, look for the duo boss room of the Nox Swordstress and Nox Priest to the north of Sellia. Defeat them to dispel the fog wall blocking the chest containing Lusat's Glintstone Staff.
