From the Nokstella, Eternal CIty site of grace, take the stairs to the west and then turn left once you reach the first landing. The room where the Ant's Skull Plate is will be guarded by a Nox Swordstress that wields a Nox Flowing Sword. Defeat the swordstress and then open the chest near her to obtain the Ant's Skull Plate shield.
