From the Caria Manor Gate, head east while hugging the walls of the manor. You'll find the invisible Scarab running around the small marsh. Intercept and kill it to get the Ash of War.

Hoarfrost Stomp is also the default Ash of War of the Icerind Hatchet. This weapon can be found inside a chest at the Temple Quarter in Liurnia. These ruins can be found to the south of the Academy of Raya Lucaria.
