The key to enter the Academy of Raya Lucaria is on a small island to the west of the Academy that is reachable by horseback.

Obtain Meeting Place Map from Corpse beside the gate

The item needed is the Academy Glintstone Key and a map to its location is located on a corpse beside the gate. The map is entitled Meeting Place Map.

Dodge the Dragon and Grab the Key

On the island, you'll encounter the Glintstone Dragon Smarag. You can try to engage him in combat, but for a faster exit, just wait for him to stand and move a little so you can rush behind him towards a robed corpse.

Looting this corpse will give you the Glintstone Key needed to open the doors and enter the Academy of Raya Lucaria.
