To obtain this weapon, you will need to go down the elevator from the Rampart Tower Site of Grace and into the large room in Stormveil Castle where the Grafted Scion was roaming. From there, head towards the wide open area with the archers.
Take a left and go down the stairs into the room filled with Rats. There will be another room beyond that that's locked by an Imp Statue, requiring the use of a Stonesword Key. Inside that room is the chest containing the Godslayer's Seal.
