In Canon of Vengeance, you don't go to Chiyoda, so the questgiver is in Shinjuku instead: West Shinjuku 2nd Block leyline. Since there's a Miman in there, you need to find this NPC in order to do all Mimans.

Note: if you’re doing this quest on a second playthrough, I think you can’t have Amanozako in the party, otherwise the fight doesn’t start. You also have to stand in a particular spot to trigger the cutscene.
