This quest can be accessed immediately after the boss fight against Loup-garou near the Container Yard Leyline. The quest giver will be a Nekotama NPC.

How to Complete A Wish for a Fish

Objectives
1	Find Nekomata near the Container Yard Leyline after the Loup-garou boss fight.
2	Go back to the Container Yard Leyline and drop down to the rooftop. Head Southeast on the map and and drop down to the lower level. Enter the building to find King Frost.
3	King Frost recognizes that you have come to steal his fish and defends himself. Defeat King Frost. Note: Whichever choice you make after the fight, you will still recieve the fish and unlock King Frost for fusion.
4	Report back to Nekotama for quest rewards and to unlock King Frost for special fusion.

How to Beat King Frost

King Frost is weak to Fire and Dark-type skills, and uses Ice-type skills. We recommend being at least level 28 and bringing a team of Kikuri-Hime, Cironnup, and Jack Frost to handle this battle.

Jack Frost Absorbs Ice magic which means King Frost will lose a turn if Jack Frost is targeted with an Ice skill. Cironnup has access to Fire-type skills which are great for some DPS. Kikuri-Hime will be your primary healer but can also work as a mixed attacker if she has access to Agi or a higher level version of it.

Sparing Him Completes the Quest

If you spare King Frost, he will give you the fish and you can complete the quest by reporting back to Nekotama. You will recieve the Beast Talisman and unlock King Frost's fusion upon reporting to Nekotama regardless.

Killing Him Completes the Quest

If you choose to kill King Frost, he will disappear and you will recieve the fish to complete the quest. You will recieve the Beast Talisman and unlock King Frost's fusion upon reporting to Nekotama regardless.
