Before you even attempt this fight, you might want to destroy her Magatsuhi devices first. Each device destroyed will decrease her turns per round by one, giving you the upper hand. This means that if you don't destroy any of the devices, Ishtar will have 8 turns per round.
In addition to having just one turn per round, Ishtar's Dreadful Gleam will fail whenever she tries to use it and consume one press turn icon, ending the round immediately.

Fuse Mishaguji's essence to Nahobino to give him protection to Ishtar's Electric and Light attacks. However, if you haven't changed Nahobino's affinity through essence fusion even once, the essence is not necessary as he can already block Electric and resist Light attacks.

Ishtar is weak to Force and Dark and can use Electric and Light attacks. Your best choices at this point of the game to match these affinities are Mishaguji and Anubis, though you might need to grind levels for Anubis.
Lahmu is also an excellent choice for this boss fight. Although he is not resistant to Light nor Electric, he can use Dark skills and has high overall stats.
Bring Dominion if you want to make this fight way easier. She can block most of Ishtar's skills and can even inherit Taunt from Power and use it in battle to raise the chances of being targeted.
Teach Dominion a party-wide healing skill like Mediarahan as she only has Diarahan to start with.
