Hit with Fire and Defend Against Ice
There are several Fire-based attackers that aren't weak to Ice such as Eligor and Quetzalcoatl. However, seeing as Jikokuten only uses its Ice skill after tapping into Magatsuhi, you can remedy this by using Fire Dampener.
Jikokuten Uses Mabufula After Tapping Into Magatsuhi
Jikokuten casts Mabufula after it taps into its Omagatoki: Critical skill. Make sure your Nahobino casts Ice Dampener so your entire party blocks Mabufula, effectively cutting off Jikokuten's turns.
Keep Debuffing Jikokuten
Use skills such as Tarunda and Rakunda to lower Jikokuten's attack and defense, respectively. This way you'll be able to defang Jikokuten while making him more vulnerable to your attacks.
