Black Frost is located close to the Ginza Leyline Fount. Simply head northwest and enter through the broken wall of a building to get there.

Dionysus is weak against Ice, so bring demons who can cast powerful Bufu skills. Take advantage of this weakness to gain more turns.
Dionysus has a small moveset, which includes one Fire skill, one Physical skill, and one Status Ailment skill. It's important not to bring into battle anyone weak against Fire.
Dionysus's Sexy Dance skill can pose the largest threat to your party. Make sure to stock up on Amrita Soda, or have a demon who can use Patra to cure the Charm status ailment.
Black Frost is clearly the superior demon here. Right off the bat, Black Frost will have access to powerful skills like Ice Dracostrike +3 and Black Dracostrike +4 which are good Strength-based elemental attacks, plus Mabufula and the ability to learn Endure.
Dionysus only has one elemental skill in Agilao +2 as you get him. And while Dionysus can learn good Physical skills, his Strength, Vitality, and Magic are much lower than that of Black Frost's.
Lastly, Black Frost will be very useful in the upcoming boss fights with Shohei Yakumo, Surt, and Ishtar. Shohei Yakumo and Ishtar are weak to Dark, while Surt is weak to Ice. Black Frost has both Ice and Dark skills.

I chose Dionysus because I wanted that max MP increase and I had all the fusion materials needed to make a stronger black frost anyway. Just need to level up a few levels. Rather take the weaker Dionysus for the better stat upgrade and the eventual better black frost when I fuse him.
