Talk to the Pixie along the river southwest of the Leyline Fount in Shinagawa-Minami.

Control Pixie and interview the suspects in the area in any order.

SMT V - Pixie on the Case Review Testimonies
After talking to the suspects, review each of their testimonies with Pixie.

SMT V - Pixie on the Case Jack-o
Review the testimony of the Jacks one more time and tell Pixie that Jack-o'-Lantern is the culprit.

IT IS JACK O LANTERN, sheesh could users edit this? I would have done it.

possible that the game changes the correct choice based on some random flag but i had jack o lantern as the right answer too. threw me because one of the clues was a demon that used lightning and i think agathion could use zio in persona 3 or 4. i think pixie used it in strange journey or one of the devil survivor games
