The quest-giver is a Zhen who is located north of the Sukiyabashi Leyline Fount. It is hidden by the side of the path, under the shade of a few trees.

How to Complete Stones of Malice

Objectives
1 Stones of Malice 1
Find the Zhen by the side of the path north of the Sukiyabashi Leyline Fount. Talk to it and accept its quest.
2 Stones of Malice 2
Zhen asks you to find 2 Poison Gems. Poison Gems cannot be bought and can be found by defeating enemies, digging up objects found by your Quest Navigator, and opening Treasure Boxes.
3 Stones of Malice 3
Once you've obtained 2 Poison Gems, return to Zhen to end the quest. You will receive 1 Dispel Charm and 10000 EXP as a reward.
4 Stones of Malice 4
This quest is repeatable. Zhen will give you 1 Dispel Charm for every 2 Poison Gems you give.
