The quest-giver is Queen Medb, who can be found north of the Ginza Leyline Fount. She will only appear after you have defeated Ishtar in the main quest.

How to Complete Glitter in Ginza

Objectives
1 Glitter in Ginza 1
Talk to Queen Medb north of the Ginza Leyline Fount. Accept her quest to deliver 2 Diamonds, 3 Garnets, and 3 Aquamarines.
2 Glitter in Ginza 2
Hiring Decarabia as a quest navigator will make finding these jewels so much easier. Use him to dig around for items around the map.
Note: Once you've defeated Ishtar, you will find Decarabia beside the Tokyo Station Leyline Fount.
3 Glitter in Ginza 3
Return to Queen Medb and give her the items to end the quest. You will receive 3 Grimoire and 14000 EXP as rewards.

Glitter in Ginza 4
After the quest is done, you can give Queen Medb more jewels to get Incenses. You can trade 2 Diamonds for a Vitality Incense, 3 Garnet for an Agility Incense, and 3 Aquamarine for a Luck Incense.

How to Get Diamonds, Garnets, and Aquamarines

These items can be found easily by recruiting Decarabia. He will be able to search around the map for buried items and find Diamonds, Garnets, and Aquamarines very easily.

How to Recruit Decarabia

Glitter in Ginza Decarabia

Before fighting Ishtar as part of the main quest, you will encounter Decarabia as you approach the Tokyo Station Leyline Fount.

Decarabia will ask for Macca in exchange for advice. It is advisable to pay Decarabia in full for his advice, so that you will be able to recruit him for free as a Quest Navigator.

If you pay him half the price for his advice, he will charge you half of his recruitment fee. If you ask him to give you his advice for free, he will charge you the full 40,000 Macca recruitment fee.
