The quest-giver is a Sandman located right below the Komagata leyline fount. You can also reach this place from the Ueno leyline fount by heading south, then west.

How to Complete The Sleeping Sands

Objectives
1 The Sleeping Sands 1
Talk to Sandman right below the Komagata leyline fount and accept its quest to retrieve 2 Sleep Gems.
2 The Sleeping Sands 2
Sleep Gems cannot be bought, and must be acquired from enemy drops and treasure boxes.
3 The Sleeping Sands 3
Once you have obtained 2 Sleep Gems, return to Sandman to complete the quest. You will be rewarded with 1 Amrita Shower and 33000 EXP.
4 The Sleeping Sands 4
This quest is repeatable. You will receive 1 Amrita Shower for every 2 Sleep Gems you give.
This quest can be used to collect the Amrita Showers required for the A Need for Nectar sidequest.
