The quest-giver is an Angel northwest of the Awajicho Leyline Fount. This Angel only appears after the Hellfire Highway main quest is complete.

Summary ・An angel keeping watch fell out of contact. Investigate the massive hole at Shinagawa North Pier.
・Amanozako went berserk, and it would seem the hole itself was also her doing. You managed to return Amanozako to her senses. You should report to the Angel on what happened.
・You reported back to the angel and finished the job.

How to Complete A Power Beyond Control

Objectives
1 A Power Beyond Control 1
Talk to the Angel northwest of the Awajicho Leyline Fount. You need to have completed the Hellfire Highway main quest for this quest to apepar.
2
A Power Beyond Control 2
Head to the Konan 3rd Block Leyline Fount in Shinagawa to investigate. Head east across the bridge, which was previously inaccessible, and reach the end, where you will find Amanozako.
3 A Power Beyond Control 3
Talk to Amanozako when there is a Full Moon and she will go berserk. You might need to run around the place a bit to achieve a Full Moon. Defeat Amanozako to fulfill the quest objective.

Return to Angel after defeating Amanozako to end the quest. You will receive 4 Small Glory Crystals and 24000 EXP as quest rewards.

Apply Attack and Defense Debuffs

Defense debuffs are extremely vital if you wish to cut down the battle's duration by folds.

Start the Battle With Electric-Immune Fighters

On Amanozako's first turn, she'll attack then follow up her move with Mazionga which grants your team a free turn. Her next turns will also be either Spirit Drains or Mazionga which can effectively increase your team's survival rate.

Use Shards/Gems to Maximize Turns

If you are running a Physical build or your demons run out of MP mid-fight, use Shards or Gems from your inventory to continue your assault. Getting as much damage as you can every turn is necessary to skip her critical HP phase.

Note: if you’re doing this quest on a second playthrough, I think you can’t have Amanozako in the party, otherwise the fight doesn’t start. You also have to stand in a particular spot to trigger the cutscene.
