The quest-giver is an Ippon-Datara located on top of a building west of the Ueno Leyline Fount. You can get to this location by getting onto the highway from the north.

How to Complete Downtown Rock 'n Roll

Objectives
1 Downtown Rock
Talkt to the Ippon-Datara west of the Ueno Leyline Fount and accept his quest to collect 10 Dragon Scales.
2 Downtown Rock
You can collect Dragon Scales from Fafnir and Yamata-no-Orochi that roam around Taito.

3 Downtown Rock
Return to Ippon-Datara after collecting 10 Dragon Scales. He will reward you with 3 Critical Gems and 40000 EXP

Where to Find Dragon Scales

Downtown Rock
You can collect Dragon Scales from Fafnir and Yamata-no-Orochi.

Note: Yamata-no-Orochi are high-level enemies and are difficult to kill. It is recommended to go after Fafnirs instead.

Fafnirs are weak against Ice and Electric, so hit it with whatever magic you have. Physical attacks won't do much, as it it resistant to Physical.
