The quest-giver is an Ippon-Datara located on top of a building west of the Ueno Leyline Fount. You can get to this location by getting onto the highway from the north.

You can collect Dragon Scales from Fafnir and Yamata-no-Orochi.
Note: Yamata-no-Orochi are high-level enemies and are difficult to kill. It is recommended to go after Fafnirs instead.
Fafnirs are weak against Ice and Electric, so hit it with whatever magic you have. Physical attacks won't do much, as it it resistant to Physical.
