After completing Will of the Samurai, you will encounter the quest-giver Cirronup after riding a Magatsu Rail to a location southwest of the Nihonbashi Leyline Fount.

How to Complete Trial of the Seven Stars

Objectives
1 Meet Cirronup in Nihonbashi. He wants you to help his Miman friends.
2 Control Cirronup and speak to each Miman in the prescribed order. There is no penalty for connecting to the wrong Miman, you'll just have to go back and try a different one.
3 Trial of the Seven Stars Constellation
After connecting all seven Miman, the quest will complete, and you will be able to access Otemachi to confront Masakado.
