This quest can be found up some buildings, a little past Oyamatsumi, the giant golem enemy. Climb up a few buildings and ledges to get to the quest giver.

How to Complete No Stone Unturned

Objectives
1 No Stone Unturned 1
Talk to the Neko Shogun on the roof of a building. You will easily spot him after climbing a few ledges.
2 No Stone Unturned 2
The Neko Shogun will ask for 5 Life Stones. Accept the quest to begin. If you're short on Life Stones, you can get them as rewards from battling enemies.
3 No Stone Unturned 3
Hand over the 5 Life Stones to end the quest. The Neko Shogun will give you a Wargod Talisman.
