To recruit Demi-Fiend as a Guest Character, you'll need to beat him first in the Hall of Chaos as part of the Return of the True Demon questline. He's one of the hardest bosses in the game, so be prepared with a fully levelled party before facing him.

Note: A demon's naturally learned skills, or its resistances, can be inherited by using its Essence via Essence Fusion.
While Demi-Fiend cannot be recruited as a Demon, he can be recruited to your party as a Guest Character. Unlike regular Demons, guest characters' stats cannot be improved with items, however, that doesn't matter as much since Demi-Fiend is already incredibly overpowered.
Since Guest Characters are a Vengeance exclusive feature, you won't be able to get Demi-Fiend in the base game.
