Best Demons to Use Against Surt

Demons with Ice attacks
Among the strongest Ice users at this point of the game, your best choices are Black Frost and Qing Long as they are also not weak to Fire unlike Lahmu, Sarasvati, and Silky. If you have Succubus leveled up to at least 45, she would also be a great addition to your team.
Yoshitsune for raw power
Yoshitsune can deal huge damage using Hassou Tobi and give you bonus turns as this attack is guaranteed to crit. You don't also have to worry about Surt countering as Yoshitsune is resistant to Physical attacks.
Kushinada-Hime as support
Take Kushinada-Hime with you if you need healing. Her Mediarama combined with Heal Pleroma can keep your team healthy each round. She is also a better choice than Sarasvati for this fight as she's not weak to Fire.
If you can, have her inherit Bowl of Hygieia from Parvati to boost Mediarama and possibly overheal your team, giving you extra health above the HP limit.

Give Fire Resistance to Nahobino
Fuse Nahobino with an essence that can allow him to block Fire attacks like Eligor and Dionysus. If you have demons in your team that can also block Fire, you'll have increased chances of Surt losing his turns.
Bring Fire Dampeners
When Sturt starts gathering Magatsuhi, use a Fire Dampener to block the following Maragidyne. Take note that you don't have to waste a turn using this item if your team is already resistant to Fire attacks.
Can Use Counter
There's a chance that Surt will use Counter if you use a Strength-based attack against him. This isn't a problem for demons like Yoshitsune that can resist Physical attacks.
