Forager Brood Cookbook 7 is obtained by talking to Moore after giving the Kindred of Rot north of the Church of the Crusade a Sunwarmth or Warming Stone. After helping the Kindred of Rot, return to Moore in the Main Gate Cross Site of Grace.
Note that you won't be able to obtain Forger Brood Cookbooks if Moore dies during his quest line.
