The Fine Crucible Feather Talisman can be found up the tree branches in Rauh Ancient Ruins. From the Viaduct Minor Tower Site of Grace, proceed to the ruins found southwest. Before reaching the first door inside the ruins, make a left and drop down the gaps in the brazier.
Once you've made it down, you'll see a door nearby. Open the door and drop down another floor using the Spirit Spring inside. Continue moving northwest until you see a path leading to the right; there you'll see the branches with the talisman.
Obtaining this talisman requires you to own and install the Elden Ring DLC Shadow of the Erdtree. Accessing the DLC requires defeating both Starscourge Radahn and Mohg, Lord of Blood.
After defeating the required bosses, the DLC can be started by interacting with Miquella's Egg at the Cocoon of the Empyrean Site of Grace in Mohgwyn Palace.
