The Messmer Soldier's Axe is dropped by Messmer's Soldiers just outside the Shadow Keep. It's not a guaranteed drop so you may have to kill a number of them before it drops.
Equip the Silver Scarab Talisman to Increase Drop Chances
In Elden Ring, the Item Discovery stat dictates your chances of getting a drop after killing enemies. Equip the Silver Scarab talisman to raise your Item Discovery stat by 75 points and make farming for the Messmer Soldier's Axe easier!
Only Available in Shadow of the Erdtree DLC
The Messmer Soldier's Axe is only available if you've purchased the Shadow of the Erdtree DLC. This weapon is a DLC exclusive and will not be available if you only own the base game.
