You can find 10 Black-Key Bolts from a corpse in north-western part of the Lake of Rot. The corpse is a few feet away from the first raisable platform where the Basilisks will spawn.

Use Quickstep or Bloodhound's Step

Make sure to equip a weapon with the Quickstep or Bloodhound's Step Ash of War to quickly dash through the lake.
