The Greater Potentate's Cookbook 11 can be acquired from a corpse inside the Belurat Gaol. From the Site of Grace in the entrance, make your way down the gaol until you reach a room filled with giant jars. Find a way to get to the right side of the room, and you will see the corpse with the cookbook.
