You can get the Greater Potentate's Cookbook 9 from a corpse inside the Rauh Ancient Ruins. From the Church of the Bud, Main Entrance Site of Grace, travel northeast until you reach a cave filled with rot. The corpse containing the cookbook will be located behind the cave.
