The Flamedrake Talisman +3 can be found at the Fort of Reprimand. From the Fort of Reprimand Site of Grace, follow the stairs down into a hallway filled with cages. When you first enter, face left and jump over the cages. The chest containing a talisman will be at the end.
You can reach the Fort of Reprimand early by unlocking the Sealed Spiritspring near Elder's Hovel. Use this to get to the back of the Fort of Reprimand and reach the fort's site of grace.
Obtaining this talisman requires you to own and install the Elden Ring DLC Shadow of the Erdtree. Accessing the DLC requires defeating both Starscourge Radahn and Mohg, Lord of Blood.
After defeating the required bosses, the DLC can be started by interacting with Miquella's Egg at the Cocoon of the Empyrean Site of Grace in Mohgwyn Palace.
