The Ash-of-War Scarab can be picked up off a corpse on the way to the Divine Tower of Limgrave. Before taking the waygate that teleports you to the tower's base, jump down into the area behind the waygate. The Ash-of-War Scarab will be on a corpse on the broken parts of the bridge.
