Fast travel to the Secluded Cell site of grace in Stormveil Castle. As soon as you spawn, you will see the Scarab that drops Stormcaller directly in front of you (south west).
Stormveil Castle Walkthrough and Location
Unlike Storm Stomp, Stormcaller can be used in quick succession to spin your weapon and deal AoE damage in the form of swirling winds. Best used when running a high poise build to avoid interruption while casting, allowing you to trade damage in the process.
