The Smithscript Spear is found inside the first room of Ruined Forge of Starfall Past. The forge can be found to the southwest of the Moorth Ruins.
The Smithscript Spear is only available if you've purchased the Shadow of the Erdtree DLC. This weapon is a DLC exclusive and will not be available if you only own the base game.
