Found in a Chest at the Top of Rabbath's Rise

Map Location World View

Rabbath's Cannon is obtained from a chest at the top of Rabbath's Rise. Go up the stairs to the library and break the illusory wall on the southwest side of the tower to reveal a Sealed Spiritspring on a balcony.

Head outside Rabbath's Rise and get on Torrent to use the newly unlocked Spiritspring. Enter the tower and you'll find the chest with Rabbath's Cannon.
