The Divine Beast Tornado is obtained from defeating the Divine Beast Dancing Lion of the Ancient Ruins of Rauh. The nearest site of grace to it is the Ancient Ruins, Grand Stairway Grace.
How to Use Divine Beast Tornado
Equip the Incantation and Use a Sacred Seal
To cast the Divine Beast Tornado incantation, first visit a Site of Grace and equip it to your Memory Slot through the Memorize Spell option. Then, confirm that you've reached the stat requirement for both the Divine Beast Tornado incantation and the Sacred Seal you want to use.
Once the requirements have been met, equip and switch over to your Sacred Seal to cast the Divine Beast Tornado incantation.
